Joe’Mar Hooper, MPA is the CEO of 3^rd Decade. In this role, he is charged with overseeing the delivery of our mission while ensuring the overall health of the organization.  Joe’Mar Hooper comes to 3^rd Decade having served nearly 20 years in leadership in the government and non-profit sectors leading departments and organizations specializing in public policy, finance, public safety, and community and economic development.  He is a graduate of the University of Wisconsin-Milwaukee with a Masters of Public Administration.

Joe’Mar believes strongly in community service and the power of mentoring, having served on multiple boards, committees, and taskforces; and is a founding member of MENTOR Greater Milwaukee.  Outside of work he enjoys golfing, exercising, and spending time with his wife and two daughters.
